Needs-based special allowance

Needs-based special allowance is financial aid granted to a student for obtaining an education on the basis of the conditions set out in this document and the financial situation of the person, if the student's application for needs-based study allowance has been declined.

The due date for applying for needs-based special allowance for the autumn semester of the 2023/2024 academic year is 24.09.2023.

The amount of needs-based special allowance is 135 EUR per month.

All students may submit an application.

A student has the right to apply for needs-based special allowance if:

1. they hold Estonian citizenship or reside in Estonia on the basis of a long-term or temporary residence permit or a permanent or fixed-term right of residence;

2. they study full-time and have cumulatively completed at least 75% of the curriculum of previous semesters by the beginning of the next semester; or they are full-time first semester students;

3. the student's application for needs-based study allowance in the current semester has been rejected on the grounds that according to Study Allowances and Study Loans Act § 5(1) their average income per month exceeds the limit to receive the financial aid (631 euros) set yearly by the national budget.

4. the income of the student and their family members (see below) set out in Study Allowances and Study Loans Act § 5(1) section 2 in the last three months does not exceed the limit set yearly by the national budget in order to receive the needs-based financial aid.

A student from a single-parent family where the other parent is not financially supportive of the student may apply for needs-based special allowance if they meet requirements 1-4 mentioned above.

 

How to apply?

Applying for needs-based special allowance:

  • A student shall apply for needs-based study allowance immediately prior to submission of an application for needs-based special allowance (in the current month) so that an application declined in the same month together with the reason would be indicated.
  • A student shall fill in the application form and shall send the signed form to the e-mail address eritoetus@ttk.ee.
  • A student shall submit a document issued by the state register of his/her country of origin certifying:
  • The composition of his/her family
  • The income of the last three months of all his/her family members
  • Other documents required to certify the applicant’s and his or her family members’ monthly income of the three months preceding the submission of an application, excluding bank statements.
  • A student shall submit a certificate from ETCB certifying the average monthly income of the three months preceding the submission of a need-based study allowance of the student and his/her family members
  • If the original documents issued in a foreign country are not in English, the student must submit their certified translation into English or Estonian.
  • Each family member of an applicant can subscribe their certificate from ETCB by logging in to Estonian Tax and Customs Board and doing as follows: Registers and inquiries -> Compilation of certificates -> New certificate -> Taxation data certificate.
  • On the 10th date of each month, data from the previous month will be sent to ETCB. Income certificate must always be submitted about three preceding months.

Note: The documents issued by ETCB and signed digitally shall be sent to the university in the form of a .ddoc file.

Applications can be submitted throughout the entire semester. Needs-based special allowance shall be paid for up to five months a semester starting from the month of applying for the allowance.

Applications shall be satisfied in the order of their submission until there are enough resources in the respective allowance fund allocated to Tallinn Health Care College.

 

Seeking proof of income:

Estonian Tax and Customs Board has introduced a new service that simplifies the process of presenting necessary proof of income in order to apply for grants set out in the Study Allowances and Study Loans Act.

We hereby inform you that students and members of their family can now electronically compile these certificates (proof of income) themselves. This service saves a significant amount of time, as the applicants no longer have to communicate separately with Estonian Tax and Customs Board and the educational institution, but rather can compile the certificate and forward it to the educational institution in the e-environment themselves.

The certificate can be ordered in Estonian, Russian or English, and the start time of the data (month) must always be specified. The final date of the data is always the date of completion. If you would like the certificate to present the most recent data (from the previous month), the certificate must be compiled after the 10th of the month.

The certificate may include the following six sections:

  • income according to income statement
  • payments declared by employer(s) according to income and tax return
  • incapacity, unemployment benefit and severance, pensions, employer payments to third pension pillar, pension payments according to income and tax return
  • information in employment registry
  • dividends and equity capital payments
  • tax liabilities during chosen period and by date of issue

By default, all sections are selected. As the employment registry and tax liability sections are unimportant when considering income, these boxes should be left empty.

The data is displayed by month, except for the income statement information, which is displayed by year.

After adding the digital stamp of the Tax and Customs Board and including the recipient’s e-mail address, the certificate can be sent.

If you receive a .bdoc document from teated@emta.ee, you can rest assured it is from Estonian Tax and Customs Board and that the data therein are authentic and reliable. The certificate is registered in our information system and the data can always be reproduced in case of suspicion.

Family members

The family of a student under 24 years of age consists of their parents and under-age brothers, sisters, half-brothers and half-sisters even if the student's residential address is different from that of their family members in the Population Register. For example, a 19-year-old from Tartu goes to study in Tallinn Health Care College and registers as a resident of Tallinn. When applying for needs-based financial aid and needs-based special aid, they will still be considered as part of the family with their parents living in Tartu. Brothers and sisters under the age of 24 who are obtaining secondary education in stationary studies or vocational or higher education full-time within the nominal study time are also considered the student's family. A new partner of the student's parent or their children are not considered the student's family, regardless of their address in the Population Register.

A student under the age of 24 who is married, a parent or a caretaker of a child forms an individual family. For example, a 20-year-old student who is a parent and lives at the same address as their parents forms a separate family with their own child.

A student who is 25 years of age or older is a separate family and does not depend on the income of their parents when applying for education grants.

If the student was in a foster home or with a foster family and was appointed a guardian until reaching the age of 18 and they have presented the necessary documentation, their parents, brothers, sisters, half-brothers and half-sisters will not be considered as their family members.
